Es ist wie MySQL sieht nicht auf localhost zu binden, und daher nicht an einen Port auf dem Host-binden und wird deswegen nicht starten.

Überprüfen Sie Ihre Konfigurationsdatei in MySQL, um sicherzustellen, dass sie korrekt eingerichtet ist. Wenn dies nicht gelingt, sollte eine erneute Installation von xampp zur Wiederherstellung der Standardeinstellungen ausreichen.

EDIT:

Für weitere Informationen hier, soweit ich das beurteilen kann, wenn Sie IPv6 verwenden dann ::1 sollte die Loopback-Adresse für localhost sein. Ich bin mir nicht ganz sicher, was gerade :: ist.
