Ich deaktiviere alle PHP-Erweiterungen und schaute auf das Windows-Ereignisprotokoll.

ich den PHP-Ordner gelöscht, wischte sich das Register, heruntergeladen wieder, und aktiviert die Erweiterungen erforderlich. Und jetzt funktioniert normal.
