Pip selbst ist nicht Teil von Python. Seit Version 3.4 enthält Python jedoch die ensurepip module, die das Booten einer Pip-Installation ermöglicht. Nach dem Aufruf

sollten Sie in der Lage sein, numpy über Pip zu installieren.

Für Python 3.6 ist kein vorkompiliertes Numy-Rad verfügbar, daher muss numpy auf Ihrem Computer kompiliert werden. Wenn man bedenkt, wie feindselig Windows als Plattform für die Softwareentwicklung ist, ist es wahrscheinlich ziemlich schwierig, all Ihre Abhängigkeiten richtig zu machen, und ich kann Ihnen damit sicherlich nicht helfen. Ich habe diese besondere Art der Hölle 1999 verlassen und habe nie zurückgeblickt.:) –
