Zusammenklappbare Symbolleiste funktioniert nicht richtig

Question

Kann mir jemand sagen, was mit diesem Layout nicht stimmt. Die reduzierende Symbolleiste wird nicht ordnungsgemäß minimiert. Außerdem kann ich den Hintergrund des Tablayouts nicht ändern, wenn er oben angeheftet ist. Wäre dankbar, wenn jemand die Lösung finden würde.
