Ich denke, ich habe es gefunden. Es ist wegen der alten Pip-Version. Ich kann pip im Zielordner nicht aktualisieren, weil ich anaconda2 verwendet habe. Sobald ich zurück zu Standard-Python 2.7 wechselte und den Pip verbesserte, funktionierte es.
